Resumen


DURING 2005-2006 THE GOODS UNDER PREVIOUS LICENSE REGIME FOR IMPORTS TO MEXICO REPRESENTED AROUND 10 PERCENT OF THE TOTAL, WHICH COMPARES TO PREVIOUS LEVELS OF 2.2% ONE DECADE BEFORE OR 5 TO 6% IN 2003-2004. THIS SITUATION COULD REVEAL SOME PREFERENCE FROM ECONOMIC POLICY DOERS OF RETURNING TO OLD INSTRUMENTS OF COMMERCIAL POLICIES THAT YEARS AGO WERE LEFT ASIDE, AIMING TOWARDS A NEW TYPE OF PROTECTIONISM. THE PAPER ANALYZES SIX AGGREGATED GROUPS OF PRODUCTS SUBJECT TO DIRECT CONTROL OF IMPORTS CONCLUDING THAT, IN EFFECT, THE LICENSES ARE A NEW FORM OF PROTECTION DIFFERENT FROM THOSE APPLIED BEFORE THE 80'S AND ITS INTENTIONS WOULD BE PROTECTING SOME INTERESTS OF DOUBTFUL LEGITIMACY.
