Abstract
It is a book structured with 5 documents, which are organized thematically from the general to the particular,

The central theme of the book is Governance in the territory of Higher Secondary Education (EMS),
it is complex, among other reasons, because the idea of collective and responsible social co-participation in
the management processes and collegiate decision-making of public policies in official educational institutions,
applied in this subsystem with a strong corporate labor structure, union organization of centralized control and
dispersed disciplinary configuration, invites you to carefully follow the content in each chapter, in an analytical
