Abstract

This article attempts to expose different cases of territorial development based on the use and entailment of local and regional capabilities. At the outset, the article demonstrations a review of the theoretical assumptions that support the work, based on that, the experiences of the Basque Country, southern Finland, Montreal, Emilia-Romagna and Sophia Antipolis are identified, where each has its own, hard to replicate, characteristics. However, there are common conditions that have allowed changes in their economic and social performance associated with their institutions, mostly influenced by governance processes, and the ability to leverage their own creative impulses and knowledge transfer.
