Abstract

Three were the objectives that moved the United States to the promotion of free trade in America during the 80's:

1. The growing regional awareness of the European Community, an area to which an average of 28% of American exports are channeled.

2. The deficiencies in the commercial multilateral System and especially in the General Agreement on Tariffs and Trade (GATT) which seeks more liberal policies in the commercial exchange on a world scale.

3. The possibility of correcting the deficit in the United States’ trade balance through free trade with a reduced group of countries. Today, these motivations are considered insufficient to satisfy the expectations of the US trade strategy and thus, a certain degree of disappointment can be perceived with regard to the Enterprise for the Americas Initiative and the Americas Summit, which are beginning to suffer from lack of support from Washington.
