Abstract
Este documento analiza cómo los cambios interdependientes de los contextos económico, político y social han influido en el diseño y aplicación de diversas reformas tributarias en México, entre 1980 y 2010, además de sus efectos en la presión y estructura tributaria. Se enfatiza que la opción de un gobierno de modificar cada impuesto depende del grado de competencia política al que se enfrenta, y se establece que el IVA ha sido el instrumento más utilizado para compensar las reducciones en los ingresos públicos durante las crisis económicas, aunque desde finales de los noventa, en un sistema político polarizado y multipartidista, se observa una tendencia al statu quo.
